We’re all trying to get to the same place; we just say it differently
Water challenges in the United States are becoming more interconnected, not less. Drought, pollution, aging infrastructure, agricultural resilience, habitat decline, and financial constraints increasingly intersect at the watershed level — crossing state boundaries and superseding political lines.
At the same time, policy discussions around water often emphasize competing frameworks rather than shared architecture. The Freshwater Trust takes a different approach. Our position has always been about getting things done that work — and inviting everyone to the table to work on them. Rather than advancing a single model, we examine below the areas of structural alignment across four influential frameworks issued since 2019. The aim is practical: to clarify where durable agreement already exists and where collaborative progress can move watershed-scale work forward now.

1. Project 2025 Governance Orientation
Project 2025 articulates a governance philosophy favoring decentralized authority, state-led implementation, reduced federal micromanagement, and market-compatible tools. While broader than water policy alone, its principles reinforce the viability of voluntary, incentive-based watershed approaches.
2. EPA Water Quality Trading Policy Memo (2019)
The 2019 memorandum reaffirmed support for watershed-scale water quality trading and other market-based tools under existing Clean Water Act authority. It emphasized watershed-scale implementation, voluntary participation, state and tribal leadership, transparent monitoring, and cost-effectiveness.
3. S.1242 – Watershed Results Act
The proposed Watershed Results Act would authorize watershed-scale pilot projects structured around federal purchase of measurable environmental outcomes, advanced watershed analytics, transparent reporting, and state and local leadership.
4. Aspen National Water Strategy (2026)
The Aspen National Water Strategy calls for watershed-scale coordination, integrated data and analytics, scalable financing, multi-sector collaboration, and adaptive management. It emphasizes institutional architecture capable of delivering measurable outcomes while preserving local flexibility.
Alignment across the aisle
Across these four frameworks, consistent implementation principles emerge: watershed-scale management, outcome-based funding, state-led delivery, market-compatible incentives, strong data and verification, and voluntary participation. These elements appear repeatedly despite differing political or institutional origins.
- Watershed-scale action: Integrated size matters.
- Watersheds cover thousands of square miles, containing rivers and aquifers for drinking, agriculture, forests, fish and wildlife. Action at this level requires coordinated regional goals and rural and urban representation.
- Paying for measurable outcomes: Results matter.
- Limited funds are best spent on verified, measurable outcomes rather than just a checklist of activities completed.
- State-led implementation: All water is local.
- State or regional management provides specific insights and networks to solve local challenges.
- Market-based tools: Cost matters.
- Innovative solutions can leverage public and private funding to deliver multiple, cost-effective outcomes.
- Strong data and verification: Process matters.
- Scientifically defensible data underpin the measurable outcomes we need. Technical analysis done upfront identifies the best potential outcomes for qualifying activities, while verification after completion ensures the results are real.
- Voluntary participation: Choice matters.
- Coalitions of willing partners, augmented by financial incentives, can move more swiftly and with less friction to fix a watershed.
Implications for government funding
The convergence suggests that meaningful progress for water solutions does not depend on partisanship. Government agencies can align their funding streams around measurable outcomes, expand watershed-scale pilots, strengthen interagency data coordination, and scale voluntary conservation. On a more granular level, Congressional committees can support these efforts through targeted authorizations and oversight that reinforce measurable delivery and state leadership.

Conclusion: We have a common framework to get the right results
How we make decisions about water resources is important. Clean and abundant water provides security and prosperity. Across all the frameworks examined here, a durable pattern is evident: fund and implement voluntary, regional actions that create tangible results. The opportunity is not to choose among competing frameworks, but to build within the shared architecture that already exists. Water management is not as complicated as we’re making it.
