“Today’s complex water quality challenges require someone of Jessica’s caliber, with experience working across sectors to deliver outcomes that matter,” said David Primozich, Vice President of Water at The Freshwater Trust. “Her extensive experience developing creative solutions to water quality problems will add strength and depth to our team.”

Fox's previous work includes successful programs such as the Ohio River Basin Water Quality Trading Project, an award-winning, multi-state, market-based program that enables power plants and wastewater treatment facilities to pay for water quality outcomes generated by farmers who implement conservation practices that reduce nutrient runoff, thus delivering greater benefits for the watershed.

“This is one of those lucky opportunities to align my experience and values with a team focused on getting things done. I am energized to join the people at The Freshwater Trust for the next chapter of my career,” said Fox.

Her experience meshes well with The Freshwater Trust’s 40-year history of building outcomes-based  programs in the Pacific Northwest, including thermal offset solutions for Idaho Power, the Metropolitan Wastewater Management Commission, and the cities of Ashland and Medford.

Both Fox (EPRI; 2015) and The Freshwater Trust (2013) are recipients of the U.S. Water Prize, a prestigious award presented by the U.S. Water Alliance that recognizes outstanding achievements in integrated solutions to ensuring a sustainable water future.

“With the addition of Jessica, The Freshwater Trust has joined two winners of the US Water Prize under one roof. I’m very happy to see their energy continuing,” said Ben Grumbles, past President of the U.S. Water Alliance and current Executive Director of the Environmental Council of the States (ECOS). “Their new efforts and results will be something to watch over the next ten years.”

Fox holds degrees from U.C. Davis and Stanford University. She has authored books, peer-reviewed papers, and technical reports related to biodiversity, ecosystem services, and water management.
